Spanish Council of Ministers approves new gambling act
The process of regulating
gambling is moving extremely slowly in Spain. However, it seems to accelerate after the Council of Ministers agreed on the new gambling act last Friday. The draft legislation will control land-based gambling, online gambling, mobile gambling and gambling through interactive TV.
Protection - taxation
The gambling act features elements created to protect gamblers and problem punters. In addition, the new act prevents that under-aged players gamble. It is also designed to avert criminal activities provoked by gambling. The draft legislation features a levy on operators while it also creates gambling licenses.
Spanish politicians stated that the new act will stimulate legal economic activities. It will also update the current system by transforming the national lottery and Loterias y Apuestas del Estado (LAE) into a private commercial corporation.
Gambling in Spain
The finance minister stated that regulating gambling is a matter for the Spanish autonomous provinces. Nevertheless, the regulation of gambling requires a federal regulatory structure. This framework comprises the establishment of a regulatory agency in which the autonomous provinces will have a major representation.
Gambling taxes will produce new income streams of approximately €200 million per annum. Sacha Michaud, president of the Spanish internet sports betting association Asociación Española de Apostadores por Internet (AEDAPI), stressed that tax
levels should not be too high. Michaud stated that the new gambling act seems rather positive.
